Air

The data on the amount of pollutants emitted into the atmosphere are taken from the yearly report made by the RA National Statistical Service. These represent the amount of pollutants emitted by 80-85% of the total of polluter entities. A major part of pollutants is emitted by the motor transport.

Emissons from about half of the stationary sources are well within the permissible standard limits.

Among the harmful substances emitted into the atmosphere from stationary sources the highest share have the following: nitrogen oxide - 1020.105 tons or 8.2% of the total; carbon oxide - 512.7 tons or 4.14% of the total; hydrocarbons - 455.9 tons or 3.68% of total; SO2 - 302 tons or 2.44%. The volume of volatile organic substances emitted into the atmosphere was 75.6 tons. No emission of ozone-destructive substances was recorded over the period from 1997 to 2000.

"Trapped Pollutants" include all kinds of pollutants trapped by dust traps from the total volume of harmful substances emitted by stationary sources.

The amount of harmful substances captured in 2000 made 19.6% of the total emitted from stationary sources.

The fixed emission limits do not correspond to the technological BAT-based limits used in most European countries. If the enterprise is not able to meet the determined emission limit due to the technology used, it may still be operated, but has to pay threefold fees. Currently the industry is working on 10-30 per cent of its capacity, but a recovery may be expected in the future. In order to motivate the use of cleaner technologies and to prevent importing of outdated technologies, also technology-based limits are being introduced into legal documents that are under preparation. Under grave economic conditions, the introduced cleaner technologies also suffer. There are no incentives in the present legislation to encourage introduction of cleaner technologies into new or reconstructed enterprises. Likewise, tools are missing for stimulating or enforcing primary or secondary measures for air pollution abatement in industry (see more)
