Transport
The exhausts from internal combustion engines include carbon oxide, nitrogen oxides, hydrocarbons, aldehydes, flying ash, benz(a)pyrene and lead compounds. The motor transport exhausts are calculated according to the number of vehicles and data presented by the Road Police. The technical fitness of the vehicles is controlled by the Road Police.

Policy objectives and management practices in the transport sector. The transport sector is regulated mainly by the following legal documents:
The law on automobile roads regulates the economic, legal and organisational aspects of road management, including their construction, structure, and maintenance. State control of air polluting vehicle emission is based on national standards (GOST), limiting the maximum content of CO and VOC in the exhaust gases of gasoline-driven passenger cars, and the soot content in diesel. At the same time, the standard defines the estimation methods, being continuos IR spectroscopy for the CO and VOC measurement. At the present time, only CO concentration is measured at approximately 120 control points. These control points, part of which are privatized, have to be licensed according to the Instruction of the Ministry of Transport on automobile exhaust inspection (1988). The exhaust gas control is obligatory once a year and shown by a voucher on the screen.
